It says he knew all things pertaining to that given situation.

To command the giver to be cheerful when giving is silly legalism, and even further manipulation.
Those who were to receive what was collected had better make sure they were firstly teaching soundly.
Teachings that would prosper the souls of their hearers. When such a classroom is provided, those benefitting
would be cheerful in their hearts for what has been benefitting them. They would not feel pressured to give, nor
to give a certain amount. It's their choice. For they are really God's flock, and not the shepherd's who is supposed
to be leading them closer and closer to knowing God.
