It'll never happen. Trump clearly doesn't understand the Impoundment Control Act of 1974. As usual, his ignorance is on full display. He would need Congress' help to do what he's proposing; and if he tried to do an end run around them you'd see more and more lawsuits like we have already. He's making more empty promises and trying to buy goodwill. There seems to be no limit to this guy's dishonesty and to people's gullibility.
But he's our savior! Appointed by God himself to clean up the corruption in our government! How could HE do any wrong?!
