No. God sends servants where He is at work.God only sends prophets to where God knows people are being positive to the invisible drawing of God.
That's what happened with Jonah.
And, look at Nebuchadnezzar.
All Babylon was evangelized after Jews were taken into their land.
Jews were God's witness bearers in that day.
Or...because he was a Jew and writing to a Jewish audience who believed that salvation was primarily just for Jews, he was explaining that salvation was available to the whole world, and not simply Jews.
