Compare this binding and loosing with other scripture about the same subject and it is about local church discipline. God approving a process in a church of dealing with sin issues in a setting of 2 or 3 members gathered together to sort it out.
So the binding and loosing is about the process of a church member being let go and also reconciled.
Check out the context:
(Mat 18:15) Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother.
(Mat 18:16) But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.
(Mat 18:17) And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.

Did you notice that the surrounding verses (the context) is the narration of the gospel
of Jesus Christ.
Matthew 16:15-16 (the gospel)
He said to them, “But who do you yourselves say that I am?” Simon Peter answered, “You are the Christ,
the Son of the living God.”
Matthew 16:20 (the gospel)
Then He gave the disciples strict orders that they were to tell no one that He was the Christ.
Matthew 16:21 (the gospel)
From that time Jesus began to point out to His disciples that it was necessary for Him to go
to Jerusalem and to suffer many things from the elders, chief priests, and scribes, and to be killed,
and to be raised up on the third day.
Peter identified Jesus as the messiah. Thus the "keys" stand for the gospel of Jesus Christ.

Search more.. find out what others that love the lord believe Christ came in the flesh. Even those you do not agree with. What about first binding the strong man "No one can enter a strong man's house and plunder his goods, unless he first binds the strong man. And then he will plunder his house.". Remember when Christ was talking about "born from above/born again". "If I have told you earthly things and you do not believe, how will you believe if I tell you heavenly things? "

At the time of this saying the Apostles had not received the entire wisdom of the Gospel.. That's why Jesus said He would send the Holy Spirit to them to give them understanding and all truth.. This saying Bound and loose was Jesus giving Authority to the Apostles to give new teachings after Jesus physically left the earth.. The Apostles would receive the Holy Spirit on the day of Pentecost and would be indwelled by the Holy Spirit.. Then over time they would preach the Gospel with knowledge and produced the 4 gospels and letters to the Saints establishing what the Holy Spirit guided them to bind and loose in the Christian community..
I do not believe this Authority passed on to the generations that followed the Apostles.. Peter was the Leader of the Apostles and He Affirmed the Authority of the scriptures produced by the others.. Again i do not believe Peters Authority was passed on to the next generation.. Once the Gospels and letters where produced what was loosed and bound had been established within the Christian church..

An assembly is gathered in Jesus' name. They confront a brother regarding his trespassing against one of them. He neglects to hear them. They bind it as "OK" for the offended brother to esteem the offending brother as a heathen & tax collector. God honors this binding in heaven.
Then the offending brother repents and the assembly loosens the binding. It's no longer OK for the offended brother to esteem the repentant brother as a heathen & tax collector. God honors this loosening in heaven.

Well; If I'm reading Matt 18:15-18 correctly, then I think we should assume
Jesus was speaking of ecclesiastical authority rather than any particular
powers granted to John Que and/or Jane Doe rank and file pew warmers.
For example, in Jesus' day there was in the land of Israel an elite core of
biblical experts called the Sanhedrin (a.k.a. the Council) who were a sort of
supreme court in matters relative to religious beliefs and practices so that
the set-up Jesus started with his top guns wasn't something new and/or
unusual, rather, to be expected.
* Membership in a Christian church is a solemn commitment. I suppose
there are folks who join one because it looks good on their social resumé,
and others simply because it's the thing to do; but beware because a
Christian church isn't what I would call a republic governed by democracy.
No, it's primarily a theocracy whose board is like God to its members, viz:
insubordination in a Christian church reaches all the way to top.
"Heed those who lead you, and submit to them; for they keep watch over
your souls, as those who will give an account. Let them do this with joy and
not with grief, for this would be unprofitable for you." (Heb 13:17)

The above scenario of Demetrius is: Selfishness of that person's trade in making money. therefore, Demetrius wants to bind Paul. Does Paul bind Demetrius?
We all, are given the free choice to bind or free others are we not? Therefore, whenever I get angry, I many a times in past, ended up sinning against what I am angry over in the people I am angry at. Therefore I have bound them, or loosed them, my choice given me to choose.
The same as is given us all the choice to bind or free anyone or anything.
Hope this helps as God be the one and only one that can and might tell you the truth in how to stand being new in love to all as all are called to willingly love all as Son did in going to that cross for us all to start with
