You're forgetting why the DoE was created in the first place. Prior to then, we had massive gaps in public education from state to state, with some states' education systems being truly horrible and under-funded. Since an educated population is good for America, a federal agency was created to help alleviate those disparities.
First of all, no cities have been burned down. Second, state and local officials typically handle unrest and violence on their own, with the national guard only being needed in the most extreme circumstances.
But I thought you didn't like the heavy hand of federal government, and preferred local control?
Yes it does. It calls for the Trump administration to ignore court rulings that barred discrimination against LGBTQs in the workplace and it specifically laments any efforts at "LGBTQ equity".
It calls for the elimination of all clean energy programs and incentives in the federal government, it calls for the US to leave any and all international agreements to combat climate change, it calls for federal agencies to stop monitoring greenhouse gasses, it calls for the elimination of federal programs that assess the social cost of greenhouse gasses and climate change.
