Uh oh, I thought they were already starting to fill in those ballots. If you assume someone can fill in a thousand ballots a day, and you will need 20 million, it would take 20,000 days for one person. If you want to shrink that down to 100 days you need an army of 200 people. The problem with that is the more people you involve the harder it is to keep a secret.
