I wouldn’t ask a man. I think you might be getting caught up in nonsensical stuff. Stick with God.
I actually think he is correct in this particular Theology.
It's the same as you thinking you were predestined. God's Will being done that we are saved through Jesus. His Will is the same as a Command because it is happening.
Well, the way I see it, our heavenly Father has already told us what to do and what not to do in His Word. His Word is the living Word which tells us how to live every single day in a way that’s pleasing to Him. We serve a loving Father—He loves us so much.

You must know that from my standpoint, these things I am saying, only happen on special purposes.
Jesus dying, the people around Jesus that would get Him to the Cross so we could be saved is a special occasion.
When God created everything in Genesis and He commanded Let there be Light, it was a special occasion.
When Jesus spoke to the storm and it obeyed, it was a special occasion.
When Jesus did miracles it was a special occasion.
Special occasions happen because of God's Will and He Commands it to happen.
I don't think you understand what Piper believes. He would say there is a prescriptive will of God and a descriptive will of God. In the first, this is the determined will of God to bring things to pass. The second is the desired will of God for people.
An example of the first is the death of Jesus. God determined it and it occurred. An example of the second are His commandments. While every commandment expresses the will of God, He doesn't bring total obedience to pass.
So you don't think God's determination for something to happen is not a Command?
Something obeyed God to do His Will ultimately.

The Pharisees disobeyed a whole slew of commands in killing Jesus. And as has been pointed out, there was never a command to kill Him.
What we find in Acts 2:23 is the determined counsel of God carried out by the choices of men.

They do as they do according to their nature. Nothing is free from the restrictions of its nature.

Let's suppose you want to buy a car. You go to the lot and see a vehicle that costs 200K. Can you purchase the vehicle? Technically, sure. You are able to go through the financing process. But are you able to get the vehicle? For most people...no. Why? Probably because they don't have the savings, collateral, or income that will support securing the vehicle.
