If you read Exodus chapter 16, before God Verbally quoted the Commandments in chapter 20 and before He wrote them in Stone, the Commandments have Always existed. For God to say to Moses what He did in chapter 16 means people knew the Commandments long before God mentioned them in Exodus.Ah ok.
