the "elect of God" are those who believe in the Elect of God, the Lord Jesus Christ ... and once they believe, they are no longer "in unbelief" ... nor are they "ungodly" ...
when you read the verse in the context within which the Author of Scripture has placed it, you find:
Romans 8:1 There is therefore now no condemnation to them which are in Christ Jesus, who walk not after the flesh, but after the Spirit.
again, the Lord Jesus Christ is the Elect of God. Those who are in the Lord Jesus Christ are "elect" because they believe in Him Whom God has provided to justify mankind ... the Lord Jesus Christ, Who is the Elect.
