The first saying is fairly obvious. The "cats and dogs" is thought to come from the days when thatched roofs were the norm. It was not unusual for cats and sometimes dogs, to get into the roof area. If the rain was heavy, the animals would jump, or slide off the roof as it was too wet. So it would look like the animals were coming down with the rain.
