I think I know what is going on here. When the cops come to arrest Hunter every time the evidence is revealed concerning his crimes he is disguised and tells the cops that Hunter is hiding out at Mar-a-Lago as Trump.
 
This doesn't make sense, we were nice to the criminals, we let them out of prison, so why is crime up?
