There is an absolute promise in holy scripture, that if one repents and is baptized in the name of Jesus Christ for the remission of sins, salvation (remission of sins and the gift of the Holy Ghost) will follow (Acts 2:38-39).

many in the book of acts were not even baptized yet when the Holy Spirit came on them then. After that, they were baptized. Even Paul
had hands laid on him by a disciple who received the Holy Spirit and then was water baptized. Cornelius' house also recieved the Holy Spirit as Peter was still preaching. Water baptism in the name of Jesus was not done. I guess you think the Holy Spirit comes into those who are not saved?

The only instance in the book of Acts, in which people received the Holy Spirit before baptism was with Cornelius and friends. And I think that I have mentioned in this very thread that God was proving that Gentiles could be saved in that instance. For the church was in a time of transition; and therefore the existing protocols (seen in Acts 2:38) were diverted so that God could make His point that Gentiles can be saved.
I can't imagine a Christian Act taking place like the Day of Pentecost, knowing how Peter was preaching under the Influence of the Holy Spirit, every Christian Water Baptism most likely matched Acts Chapter 2.
Clearly, the Holy Spirit, chose, to Water Baptize in Jesus Name!
