He sure can... and must.
Jesus has thrown open the gates of salvation that all who confess and believe may enter in.
Ephesians 2
13But now in Christ Jesus ye who sometimes were far off are made nigh by the blood of Christ. 14For he is our peace, who hath made both one, and hath broken down the middle wall of partition between us; 15Having abolished in his flesh the enmity, even the law of commandments contained in ordinances; for to make in himself of twain one new man, so making peace; 16And that he might reconcile both unto God in one body by the cross, having slain the enmity thereby: 17And came and preached peace to you which were afar off, and to them that were nigh.

The scriptures are written to the born again children of God instructing them as to how he wants them to live their lives, as they sojourn here on earth.
Eph 2 is pertaining to those he has quickened, as stated in Eph 2:1. This chapter does not tell the natural man how to get quickened, but it does tell those who are quickened, how, by God's sovereign grace, the natural man was quickened, while he was still spiritually dead, unable to respond to the things of the Spirit.
How you can misinterpret this to be an invitation for the natural man to get eternal salvation, is beyond me, and it does not harmonize with the other scriptures,
