We are called to be discerning as to whom we would submit ourselves to in respect to a spiritual leader.

People are always rebellious, or has no eyes or ears, no matter how true the rule is, as long as the person is not aware of the rule, it doesn't matter for him.

Not to you. I don't know you from Adam and I submit to Christ in another believer, not to that person's flesh.

It's a two way street. If the elder/pastor fulfills his role in Christ, then I will submit without complaint. I submit to my wife at times because she has spiritual gifts that help me. Other times I say no, and she submits to me because she knows what it means.
 
Again it was written to the local Church and us. Those how are leaders in the Church you obey. You posted it "for they watch" Gee who would that be? Say a pastor or such? We always need someone over us or we can be easily deceived.

Jesus said to test the spirits and see if they are of God. Not to believe every spirit.

Imagine that verse when the AC comes to power.
