Chapter 45 of Isaiah seems to address 'Israel'. Maybe there is a yet to be realized aspect of prophecy to consider here. Particularly after the verses addressing Cyrus. Some people claim that the nation established in 1948, Israel is not the 'Israel' referred to in prophecy and for some would also add a twist to 'interpreting' Isaiah's prophecies.
