There is a "world that God loves", which is the world in 1 John 2:2, and also in John 3:16, and more, but there is, also, a "world that God hates";
Rom 9:13 - As it is written, Jacob have I loved, but Esau have I hated.
Thayer's definition of the word "world" in John 3:16 - Any aggregate, or general collection of particulars of any sort. The Gentiles as contrasted to the Jews. Used of believers only, John 1:29, 3:16, 3:17, 6:33, 12:47, 1 Cor 4:9, 2 Cor 5:19.
John 17:9 - I pray not for the world.
John 17:14 - I have given them thy word, and the world hath hated them.
John 14:17 - Even the Spirit, whom the world cannot receive.
John 15:18-19 - If the world hate you, ye know that it hated me, before it hated you. If ye were of the world, the world would love his own, but because ye are not of the world, but I have chosen you out of the world, therefore the world hateth you.
