The verses before verse 11, and the verses after verse 11, in verse 10 God says he will "cause them" (same as purpose them) to return to this place.
Verse 14 God says that he will bring them again unto the same place where he "caused" them to be carried away captive.
I would be interested to know if you could reveal to me a scripture that God has a plan for eternal salvation., with your understanding that I do not believe that all of the salvation (deliverance) scriptures are referencing eternal deliverance.

And it does stand to reason that One Who purposes has plans.
I haven't really approached the Bible from that perspective before or even given it any consideration so I would need to do some studying.
But I do agree with those who have said that it stands to reason that if history is under divine control and is unfolding according to a divine timetable then it by default is following a divine plan.
God does love the world and did give His Son for all, but to neglect salvation is to reject salvation.
John 3:16

In this I think you do well and I've always appreciated the tone of the posts you have shared with me.I am very careful not to put much trust in what man says, until I check it out against what God says. I do not use any commentaries of men, and believe that the scripture's prove themselves when compared to each other.
