We are indwelt by the Holy Spirit at believing in Jesus . The seal would happen at the same time.

Sealing = Salvation = Being Born Again = Believing and Trusting in Jesus.

It is a misconception that everyone is indwelt by the Holy Ghost the moment they believe in Jesus. Paul's question in Acts 19:1 indicates that receiving the Holy Ghost does not automatically occur at that point. "Have you received the Holy Ghost SINCE you believed?" This very same account goes on to prove the point. The Holy Ghost was given AFTER the twelve disciples were told about Jesus and were baptized (water) in the name of the Lord Jesus. (Acts 19:2-6)

Also, noteworthy is the Samaritans did not receive the Holy Ghost until days after believing the gospel message and being obedient to the command to be baptized (water) in the name of the Lord Jesus. (Acts 8:12-18)

Lastly, Jesus informs people what to do if they have not received the Holy Ghost: "If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?" (Luke 11:13) This scripture speaks to the reality that a person can know whether they have been indwelt by the Holy Ghost or not. Many scriptures provide what this evidence is.
You are correct. You do not receive the gift of the Holy Ghost/Spirit upon belief, nor are you saved uppn belief. You receive the gift of the Holy Ghost/Spirit at the time of being baptized into Christ per Acts 2:38.

Also for clarity, receiving the gift of the HolyGhost/Spirit is the Spirit itself and not the miraculous gifts administered by/through the Spirit, those listed in 1 Cor 12:8-10.

And additionally for clarity, Acts 19 clearly indicates those Ephesians had only been baptized unto John's baptism and not in the name of Jesus Christ for the remission of sins pursuant to Acts 2:38, and had to be re-baptized, or, correctly baptized in the name of Jesus Christ.

After doing so, it must be noted too that they didn't receive the miraculous gifts until Paul, an apostle, laid HIS hands on them. It's by the laying on of the apostle's hands that the gifts of the Spirit (not the Spirit itself, but the miraculous gifts) were imparted to people.

1And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples, 2He said unto them, Have ye received the Holy Ghost since ye believed? And you're missing a key point in your understanding.

Acts 2:38 says upon baptism into the Lord you receive the gift of the Holy Ghost, which is the Holy Ghost itself, NOT the miraculous gifts of the Holy Ghost listed in 1 Cor 12:8-10, which are then administered by or through the Holy Ghost BY THE LAYING ON OF THE APOSTLE'S HANDS, as noted in Acts 8:18.

Also see Acts 19:6 which is the account of the re-baptism of the Ephesians after which they received the miraculous gifts by the laying on of Paul's hands.

Acts 8:12-18

12But when they believed Philip preaching the things concerning the kingdom of God, and the name of Jesus Christ, they were baptized, both men and women. 13Then Simon himself believed also: and when he was baptized, he continued with Philip, and wondered, beholding the miracles and signs which were done.
14Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: 15Who, when they were come down, prayed for them, that they might receive the Holy Ghost: 16(For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) 17Then laid they their hands on them, and they received the Holy Ghost. 18And when Simon saw that through laying on of the apostles' hands the Holy Ghost was given, he offered them money,

Those who place their trust in Jesus will believe and obey the word of truth, the gospel of salvation and be sealed with the Holy Ghost. Paul is referring back to the gospel message first presented in Acts 2:38 when the NT church was birthed into existence. And later experienced by him personally as recorded in Acts 9:17-18. The account does not mention his speaking in tongues specifically. However, we know he did because of his comments in 1 Cor. 14. According to Peter the receiving of the Holy Ghost is an experience that is heard.

"And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance." Acts 2:4

"Therefore being by the right hand of God exalted, and having received of the Father the promise of the Holy Ghost, he hath shed forth this, which ye now see and hear."

Scripture shows God using tongues for different purposes:
1. All speak in an unknown tongue as evidence that a person has received the GIFT OF THE HOLY GHOST. This experience was not limited to specific people. Every person had the same experience as revealed in all detailed conversion records. (Acts 2:2-4, 10:43-48, 19:1-7) As well as alluded to in (Acts 8:12-18) The tongues spoken after being filled with the Holy Ghost are to edify/build up the individual. The person's renewed spirit is communicating with the Spirit of God.

2. The spiritual gift of speaking in tongues is different. Only certain people operate in that specific gift. And it requires there being a person present who operates in the gift of interpretation who speaks the message in the church members native language. These gifts are used to edify/build up church members.

I'm sorry if you've explained this before, if you did I missed it. I was just wondering how you understand the word "remission" in Acts 2:38? Most translations render it "forgiveness." To me it seems like the way its translated can have a profound effect on the meaning of this passage.
