Not confusing. We know the names of God's Elect-Chosen are written in The Lambs Book of Life. Written before the creation of the world.
Ergo, those can only be the 'all' referred to in those Abrahamic passages.
Substitute Elect for all. It helps.
Therefore, the promise comes by faith, so that it may be by grace and may be guaranteed to the Elect, Abraham’s offspring — not only to those who are of the law but also to those who have the faith of Abraham. He is the father of us the Elect.(

2 Pet 3:9 is speaking of Gods Elect.
9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering
to us-ward, not willing that any should perish, but that all should come to repentance.
He is specifically speaking of the us-ward which includes himself, and the others of like precious faith 2 Pet 1:1
Simon Peter, a servant and an apostle of Jesus Christ,
to them that have obtained like precious faith with us through the righteousness of God and our Saviour Jesus Christ:
Also in 1 Pet 1 they are identified as the elect
Peter, an apostle of Jesus Christ, to the strangers scattered throughout Pontus, Galatia, Cappadocia, Asia, and Bithynia,

Elect according to the foreknowledge of God the Father, through sanctification of the Spirit, unto obedience and sprinkling of the blood of Jesus Christ: Grace unto you, and peace, be multiplied.
And they are the called/chosen 1 Pet 2:9
9 But
ye are a chosen generation, a royal priesthood, an holy nation, a peculiar people; that ye should shew forth the praises of him who hath
called you out of darkness into his marvellous light;
Thats who God is not willing to perish, and they wont perish, all of them up to the end of this present age, will be given the Gift of Repentance.
