I know what Rom 4:5 says, it says God justified the ungodly, so the person was in a state of ungodliness when Justified, thats what is believed.

According to Galatians 3:1-15 they were redeemed BY Christ THROUGH faith. Just as we have been saved BY Grace THROUGH faith.

You need both non imputation of sin and imputation of righteousness. It is clear from scripture that God only imputes righteousness to those who believe. And without imputed righteousness, no one is justified.

b. Righteousness is only imputed to those who believe.
c. Justification by Grace (imputed righteousness) through faith.

Those Christ died for are Justified before God before they believe and while ungodly. Rom 4:5 Justified by His Blood Rom 5:9 before they believe.
