The "ruler against ruler" actually applies to the "violence in the land" (civil war) in the context of this passage, I believe. It's actually elsewhere that God says He will raise up against Babylon a coalition of eastern powers:
Jer_50:9 For, lo, I will raise and cause to come up against Babylon an assembly of great nations from the north country: and they shall set themselves in array against her; from thence she shall be taken: their arrows shall be as of a mighty expert man; none shall return in vain.
There are many passages that talk about this coalition of nations. Notice their weapon is "arrows" that "do not miss" (none shall return in vain) and, in many other passages, fire. Arrows + fire -> nuclear weapons.
