The Scripture tells us ---that these wise men were Shepherds who were watching their flock of sheep ---
Luke 2 NIV
8 And there were shepherds living out in the fields nearby, keeping watch over their flocks at night. 9 An angel of the Lord appeared to them, and the glory of the Lord shone around them, and they were terrified. 10 But the angel said to them, “Do not be afraid. I bring you good news that will cause great joy for all the people. 11 Today in the town of David a Savior has been born to you; he is the Messiah, the Lord. 12 This will be a sign to you: You will find a baby wrapped in cloths and lying in a manger.”
I say ---
This makes perfect sense for God to send first some Shepherds to view the baby Jesus as He was going to be the Great Shepherd who would be looking after many Sheep in time to come ----just fits in my view ---
If that is your view them that is your view ---
But if you read Matthew 2 ---you will see that The Magi came to visit Jesus in His House --not in the stable where He was born ------it is a Misconception that the Wise Men went to the stable -----God would never in my view send a Sorcerer to see Jesus who is Holy -----that just does not make sense

2 They asked people, “Where is the child who has been born to be the king of the Jews? We saw the star that shows he was born. We saw it rise in the sky in the east and have come to worship him.”
11 The wise men came to the house where the child was with his mother Mary. They bowed down and worshiped him. Then they opened the boxes of gifts they had brought for him. They gave him treasures of gold, frankincense, and myrrh.

Magi was a tribe of the Medes. The medo-persian empire as per Book of Daniel was a horned ram (horns indicates Divine Touch). They produced a messiah of the jewish people named cyrus.Helped and Enlightened by the Holy Spirit

The shepherds and the wise men were two distinct groups of people. The magi has travelled all the way from either Persia or eastern Arabia to Jerusalem, and then to Bethlehem. It is remarkable that it was the Gentile magi who were the first worshippers of Christ the King of the Jews.The Scripture tells us ---that these wise men were Shepherds who were watching their flock of sheep ---
