"Say not you ?" or "You say, don't you ? " , other than what you are saying, no pun intended
How in the world do you get a commandment from Christ from this?

Say ye not is the SAME as Do not Say = this is not my interpretation = this is direct from Scripture.
The LORD is instructing us to NOT Say that there are still four more months of harvest.
HOW DO WE KNOW THIS? simple = follow the words of the LORD
Do you not say, ‘There are still four months until the harvest’?
I tell you, lift up your eyes and look at the fields, for they are ripe for harvest. = Now is the Harvest = Now/Today
Even if we were to use your phrase - "You say, don't you" - Jesus overides your saying (walknlight) by Him Saying - I TELL you.
Now do you understand? It does not matter what you say - your words, TDW and everyone else has been overthrown by the LORD.
His words = I TELL you = so you better listen to what HE is saying and not add your "maneuvering around it"
