Actually the word states specifically that the Holy Spirit is received in Acts 2:4. Peter begins explaining what has occurred in verse 14. In verse 17, Peter states that what they are witnessing is what was prophesied by Joel. God has poured out his Spirit upon man. Peter states that all that shall call upon the name of the Lord shall be saved. (verse 21) He continues by pointing out the specifics of Jesus' death, burial and resurrection. (Acts 2:22-36) Notice verse 33. Peter states again that Jesus has shed forth the Holy Spirit and that is what they have seen and heard. After being provided with, and believing Peter's message the group asked what is required of them personally. He tells the group to repent, and be baptized in the name of the Lord Jesus, and they, too, can expect to receive the Holy Ghost....
Acts 2:38 is the primary verse.
the problem with this doctrine is they refuse to read verses 1-37 in the chapter which explains why Peter said verse 38. Starting at verse 14 the empowering of the Holy Spirit has just happened....
Consider how Peter's comment in verse 21 parallels with his command that everyone be baptized in the name of the Lord Jesus for the remission of sin. (verse 38)
