No, actually it is a very straight forward yes or no question that God answered himself in scripture.That depends on what it is that God wants. In 2 Peter 3:9, we can see that it is God's will that none should perish but that all come to repentance.
2 Peter 3:9
9The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
Notice that God doesn't want anyone to perish, but implies that they will if they don't repent. So does everyone repent like God wills them to? The answer is no. Not everyone will come to faith in Jesus Christ.

Not everyone will repent (come to believe in God's only Son) and therefore not receive eternal life. Those who do not believe in God's only Son will perish or be utterly destroyed according to John 3:16. This is annihilation. The New Testament defines the word 'perish' in the Greek lexicon as G622 apollumi - to destroy, destroy utterly.
