The first resurrection and rapture occur immediately after the tribulation. The only possible remaining people who will be left are unbelievers who have not obeyed the gospel of Christ. This is what happens to unbelievers when Jesus returns:

TWO "PUNISH" words of that passage (which FIRST of TWO [Isa24:21,22a] is parallel to the

when Jesus comes with His angels and then they'll go on to repopulate the earth?

and "CHRONOLOGY"

2Th1:7-9 (your passage) is speaking of both a SPANS OF TIME (leading UP TO His "RETURN" to the earth), and ALSO what will commence at a particular point of time that follows that SPANS OF TIME... this passage is not speaking

to the earth (as you suggest).
