So when you read verses that says "God cannot lie" Numbers 23:19,Titus 1:2,Hebrews 6:18, would you also interpret them as actually saying God always have the choice to lie but continuously choose not to?

i think you should pay attention to what you hear.
I could literally point to every other verse and say the same thing to you, but you found just one and went there...
Why do people lie? Fear, financial gain, ego inflation, etc.
Does a sovereign God need to lie for such reasons?
He might not need to, but if you want to be consistent with your doctrine, you have to say he can choose to lie?
Annnnnnnnnnnnnnnnnnn......yet another "proof text" to disprove another text with no regard for Scriptural harmony. I have an answer for Matthew 7:23 KJV, but nevermind, but you just go right on ahead and ignore Matthew 24:12 KJV.
I like the use of "seem". It allows you to skate up to "judge not" without crossing the line.
One might say ... *ahem* .... "IT SEEMS TO ME YOU OSAS FOLK LOVE SIN MORE THAN JESUS AND IS WHY YOU NEED A LICENSE TO KEEP DOING IT".
