Dear Members and Friends:
The District of Columbia City Council passed a bill (B23-0171) that allows children as young as 11 years old to consent to vaccinations without their parent’s knowledge, even if the parent has already declined the vaccine for medical or religious reasons.
The bill goes further and requires the vaccine provider and the child’s school to conceal from the parent that the child was vaccinated, specifically preventing an insurer from sending an explanation of benefits listing the vaccination.
By undermining parental liberty, this bill sets a dangerous precedent that could be replicated across the nation. The notion that 11-year-old children must be enabled to make decisions contrary to the wishes of their loving parents has grave consequences for both the well-being of children and individual freedom. And these consequences extend far beyond the limited area of vaccinations.

COURTS: PARENTS KNOW BEST
The US Supreme Court has repeatedly held that parents have a right and responsibility—prior to that of the government—to make decisions concerning their child’s care. The court stated so eloquently in Pierce v Society of Sisters that the “child is not the mere creature of the State; those who nurture him and direct his destiny have the right, coupled with the high duty, to recognize and prepare him for additional obligations.”
And later, in Parham v J.R., the court opined what parents everywhere know—that “most children, even in adolescence, simply are not able to make sound judgments concerning many decisions, including their need for medical care or treatment. Parents can and must make those judgments.”
Yet, this bill would undermine the concerns of loving parents by permitting young children to make certain, potentially life-altering medical decisions, and then concealing these decisions from parents.
WHAT YOU CAN DO
This bill (DC 23-171) was passed by the DC City Council last year and transmitted to Congress on February 1, 2021. It will become law in the District unless Congress passes a veto resolution in the next 30 legislative days (around March 19, 2021).
Unique to DC, legislative acts must be sent to both the United States Senate and House of Representatives for review prior to becoming law. During this review period, Congress may enact a joint resolution disapproving of the bill. If the joint resolution does not pass within 30 legislative days, the bill officially becomes law.
So time is running out to stop this bill from becoming law, but you still have the opportunity to make a difference.
Congressman Michael Cloud and Senator Mike Lee have introduced the required veto resolutions, SJRes. 7 and HJRes. 25.
To stop this attack on parental liberty and children’s health, these resolutions need to pass. And that is where you come in.
