Yes Grant does mean its effectually given, so much so that those who its given to repent, thats why its given.granted” does not mean “to effectually cause.” Two groups are granted, jews and gentiles , it doesn't say ' effectually caused ' . Again this is reading into the text .
Yes, it does mean only a elect remnant of gentiles will repent.So, when the scripture says things like, “So then, God has granted even the Gentiles repentance unto life” (Acts 11:18; 20:21) it does not mean “God has effectually caused a preselected few of the Gentiles to repent” but only that God has sent the gospel to the Gentiles, just as he did for the Jews, so that they too may believe and repent unto new life (John 20:31) and be grafted into the olive tree (Romans 11).

But here i am making the same mistake your making, and thats 'speculation'. Were not Talking about the trinity here ,or some other aspect of God thats hard to grasp from our limitations. No this is the basic essentials. What it is clearly SAYING is the first Jews are granted ( not effectually caused) Then later we see that Gentiles can join the club also . Context with what it SAYS . Not ' well theologians since of old have all converged on this and we feel this fits our doctrines best "
