Global government already started, but they are reigning in "rogue states" which are actually just sovereign nations that do not agree with Western imperialism. Of course, there has been unlimited propaganda that targets them to demonize them in the public perception to manufacture consent for endless wars.
The people themselves are also targeted. It is a known strategy that the popular mind is obedient to what authority figures say. It isn't magic that societies just work (sometimes barely) on a scale of hundreds of millions of people, it's merely psychology. People willingly subject themselves to obedience to the governing authorities which is convenient and always has been.
People have principles though, so in order to push the latitude of acceptance to reign in a new world order it requires a long game that spans generations. The end goal being to gradually supplant established norms with an agenda.
Of course, there will be outliers that do not fit neatly into the box they have made. No matter, it is not hard to minimize the influence a dissenter can have in a controlled environment such as the Internet, the media, college campuses, or any other closed system. By controlling the environment, competing views are limited in their ability to influence others.
By this time, voices that do not fit the official narrative find themselves pushed further and further away from the warm, glowing, center. They are ever-receding pockets in the darkest corners where the diamonds of truth are often found.
