I think you need to check out some of my posts. 2.2 million new voters registered just before the runoff election. They have all kinds of tricks. But no worries when the full audit of the original election takes place this election will be thrown out.

I've noticed this in elections I've watched over the years, for some reason the votes from the major cities/densely populated areas come in last. There are always Democrat votes trickling in at the end. This GA election is no different from earlier elections I have observed.
