It has nothing to do with the hand so the maker of the meme was a liar. The original development was from Rice University funded by the Bill and Melinda Gates foundation and the ink was using sugar crystals and a different chemical than the Luciferase plant based chemical.
That Luciferase ink is one option they are testing but not the only ink option under testing. The tattoo would go under the skin at the site of the injection such as the arm not the hand. It will simply be a pattern that identifies the type of vaccine. Scanning the arm with an infrared reader will make the ink glow so that it can be seen by the scanner which will identify by the pattern what kind of vaccine you have had. A pattern for a malaria, or measles, or whatever. That way a scan would be able to answer what vaccines you have had. Just a pattern like a star or a square. No personal information. It is very simple.
The technology is under development and a long way from being submitted for approval. When or if the day comes that it is available, I am sure they will ask you, "would you like the vaccine with the tattoo or one without the tattoo" I am not afraid of this technology and even though the name of the plant based ink is Luciferase named after Lucifer Bearer of Light, there is nothing to worry about.
I would probably pass on the tattoo option. Even if they use ink from a chemical called "Jesus IS Lord" I have never had a tattoo and I don't want one under my skin that only a scanner can read. The idea makes me want to scratch my shoulder just thinking about it.
