I have an idea. Instead of saying it can't be past because it doesn't fit YOUR theology, how about explaining why God said it was in the past and you say it's in the future. I'm all ears, if you can give a good reason (other than it doesn't fit your view) for why the past is future then I'll consider it.
I gave you an example of how there is both a literal land of Canaan and a heavenly version of the land. Is the past a heavenly version of the future in your view?

why can’t you take the whole passage to make sure it fits what you think, and make sure it all fit

Let’s look at the sequence of events
1. Israel is scattered
2. Is gathered
3. God cleanses them from their sin, and restores them where they repent and confess and their sin is no more
4. they are put back in the land and the land is restored and the cities REBUILT
no matter how your timeline does not fit
if a glob was the scattering the cities were rebuilt before they were cleansed, and they never stopped their sin (hence why 70 AD happened
Ezekiel 36: 24 For I will take you from among the nations, gather you out of all countries, and bring you into your own land. 25 Then I will sprinkle clean water on you, and you shall be clean; I will cleanse you from all your filthiness and from all your idols. 26 I will give you a new heart and put a new spirit within you; I will take the heart of stone out of your flesh and give you a heart of flesh. 27 I will put My Spirit within you and cause you to walk in My statutes, and you will keep My judgments and do them.
The Jews were in the Babylonian diaspora. God brought them back into their own land. Jesus came and paid for everybody's sins and they were cleansed and their stony heart was replaced with a heart of flesh and they were filled with the Holy Ghost.
How is impossible that this hasn't already happened?

then claim the restoration which would come AFTER their sins were washed, (you continue to leave out the rest of the passage) does not refer to them (what do you call them God haters?)
either way, what God promised would happen after never happened, if anything, Israel sinned more, they crucified Christ then persecuted the church until 70 ad

on the DAY all of these things take place. These things will happen, the cities rebuilt, the land returned to the land of milk and honey, and the gentiles wonder in aww..

Jesus himself said during the great tribulation time of jacobs trouble, whoever of his people endure to the end will be saved,
when Christ returns, the only people left on earth will be saved people, all Jews alive will be saved, all gentiles alive will be saved.
