I agree with what Jesus accomplished with his death , burial and resurrection which had not happened in the Old Testament of course . Everything is building up to Jesus coming and dying for the sins of the world . We look back and see the types and shadows that were to be fulfilled by Jesus .so you agree with the first part of the verse but not the second?
They were there because it was the day of Pentecost. Who else would be there on a Jewish feast day ?so why where all those people there? What was happening and again why were ALL those people there. Just Jews was it? What was written then is just as true today. Gods words have not time stamp on them.
One could stand today in a crowd and say "Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost."
And you would witness people repenting and baptized and filled with the holy Spirit.. wait.. does happen.. and have seen it. PRAISE GOD GLORY TO JESUS
I believe is clear in Acts 2 .38 that its one thing theses jews and proselytes need to repent of and that is Jesus . They need to re consider who he is change their minds about him being a criminal needing to die and to see him as their messiah. 16 + verses prove this to be the case leading up to and after verse 38 .
Notice in verse 37
37¶Now when they heard this, they were pricked in their heart , and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do ?
Notice ' their heart ' not hearts . This is a shared repentance. And notice that its " What shall we do ?" Again this is a corporate response to what must they DO now they killed their messiah. What can they DO now there Deliver is no risen, ascended and now seated at the right hand of the Father .
This is not a message like we see in Rom 9,10 or in any other place in Paul's epistles on how we receive eternal life . The Gospel is believe the death , burial and resurrection for our sins according to the Scriptures. We are to believe from the heart that Jesus has died for our sins, through faith..Not Acts 2.38 .
It works both ways . I've been around enough Christians who have stumbled , ministries lost , marriages lost ect inspite of their belief in loss of salvation. In fact some of the most steadfast Christians are those that hold to eternal security and understand grace .

The problem s that come with lack of assurance and fear that you have already messed up is self evident.
Some of the biggest falls in public ministry have been those that held to loss of salvation .

Work out ..not ' work for ' . Paul is telling them that there not failing by the persecution they are under . Paul is encouraging them that even in Jail the Gospel is going out . He's telling them to work out , keep on , press on . Work out what God is working in . This is an encouraging verse not a threat .Philippians 2:12 (AV): Wherefore, my beloved, as ye have always obeyed, not as in my presence only, but now much more in my absence, work out your own salvation with fear and trembling.
Are theses people saved or being saved?
There are countless believers every week getting re dedicated, re baptised, re committed, re wired over and over because they think they have lost it . Get it back, lose it again. Whole denominations are built on this yoyo theology . How else are you going to keep the collection coming in . You need the fear and the control.I do not know the official stats on how many pastors or public ministers have fallen into moral failure and lost their minisitry or credibility and were fired or asked to step down from the pulpit who were believers in OSAS and how many believed that one can apostacize and not go to heaven unless they repent, but I doubt that you have those stats either.
People loose their public platform when they are exposed for practicing serious sins and trying to hide them. Whether they believe in OSAS or not they still loose their ministry because no one wants to listen to a preacher who is fornicating. You know that it happens to people who hold to both OSAS and those who dont.

We can see here that Peter is addressing Jews ( Israel) .

Because it would be strange for Peter to preach something he did not know until Acts 10 / 11 with Cornelius. ( 10 years later no less ) Peter needed a vision from God to be shown that Gentiles were NOW granted repentance.Hello throughfaith!
