it is a mistake, often heard or read, to interpret what people say about being 'filled' with the Holy Spirit as saying you are not saved until you are, or saying you do not have the Holy Spirit until you are (filled)
you would not be saved if you did not have the Holy Spirit
in whom *ye* also [have trusted], having heard the word of the truth, the glad tidings of your salvation; in whom also, having believed, ye have been sealed with the Holy Spirit of promise, Ephesians 1:13
what people are saying or trying to point out, is the same as this:
1While Apollos was at Corinth, Paul passed through the interior and came to Ephesus. There he found some disciples
2and asked them, “Did you receive the Holy Spirit when you became believers?”
“No,” they answered, “we have not even heard that there is a Holy Spirit.”
3“Into what, then, were you baptized?” Paul asked.
“The baptism of John,” they replied.
4Paul explained: “John’s baptism was a baptism of repentance. He told the people to believe in the One coming after him, that is, in Jesus.”
5On hearing this, they were baptized into the name of the Lord Jesus. (water)
6And when Paul laid his hands on them, the Holy Spirit came upon them, and they spoke in tongues and prophesied. (Holy Spirit which is where people get the term baptism in the Holy Spirit)
7There were about twelve men in all. Acts 19

so we see first that people are sealed with the Holy Spirit when they believe but there is a second encounter after that
