According to Gesenius, Horeb means "desert", and applies to the whole mountain, whereas Sinai is a particular summit on this mountain.

interesting question...

we were thinking about Solomon, because he had two names -
and so we find that it isn't unusual for a place or a person to be
called by more than one name in the scriptures...

as we were studying the word 'Sinai', we found that the number value
was the same as the Hebrew letter samek=120, equals (support or to uphold) and so they are equal...
it's also interesting that in Acts 1:15 that there are 120 getting ready for Pentecost,
or as some say, 'the second Sinai'...
ACTS 1:15.
And in those days Peter stood up in the midst of the disciples, and said,
(the number of names together were about an hundred and twenty,)

this is also interesting; that the word (face) is always a plural word only -
it shows, like mountains, that humans also have 'two-faces'...

Interesting question, @JaumeJ - on Bible Gateway website there are 17 references to "Horeb" and 36 to "Sinai."

Lots of FIRE spoken of when "Sinai" is used - God actually is said to have come down and touched "Sinai" - like a landing strip or summit on the mountain like @Nehemiah6 referenced in his post.

My favorite Bible Dictionary is at home so I can't look up the meaning of the names yet.

Do you think the answer has something to do with the verses in Galatians?

Galatians 4:24-26 King James Version (KJV)
24 Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.

25 For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children.

26 But Jerusalem which is above is free, which is the mother of us all.
