Yes it happens. There are such things as LIFE PRESERVERS whereby one throws the ring to the drowning person to pull them to safety if one can not safely enter and leave the water. I did Red Cross Life Guard training and there are also other apparatus devises whereby the person needs to exercise themselves to be saved.That wasn’t the scenario though. If one can hold onto a rope, was he really drowning?
