My opinion is, God tell Daniel there will be 4 major King or Nation, from the time He talk to Daniel to the end time.
And the last kingdom is leopard.

I would make the case for the fourth beast to be Roman Republic and the little horn is the rise of the emperor. I would do this by matching to historical record.
