This was more than likely a clarification of a warning to calm the fears of the recipients. Speaking about end time events, a anti Christian power, and anti Christ the man of sin.
End time warnings have been going off even within the time this letter was written. The recipients obviously had some concerns as verse 2 says not to become easily unsettled or alarmed.
Not to be alarmed because God had restrictions in place until proper divine timing. And even though the Earth is in birth pains of future end time events. There historically and currently are still some events that must take place.

2Th 2:6 And now ye know what withholdeth that he might be revealed in his time.
2Th 2:7 For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way.
Satan is on a leash right now and can only influence the world so much.
But God has to end this sin business on earth one day so He has to allow the devil to deceive the world to rebel against God so He can put them down, which God will not give up on the world until the world gives up on Him.
If God did not let Satan off his leash then the world would never be wicked enough to rebel against God, so He is allowing the man of sin to deceive the people who do not love Him, which He is not forcing anybody to do it.
What this means is God is holding back the devil from having too much influence in the world until the world is at their worse, and then the devil will be off his leash concerning the wicked, and appear as the man of sin and deceive the wicked.
When the nations come together and work for peace on earth for three and one half years they stop the preaching of the Gospel of Christ, and the New Age Christ will push the agenda of the new age movement, and more people will accept it as time goes on, and the time that the world will not accept the truth of the Bible, but want to hear the Bible according to the new age movement.
At the end of the three and one half years the falling away first happened, when the transgressors are come to the full, and then a king of fierce countenance, and understanding dark sentences shall stand up, and his power shall be mighty, but not by his own power.
After the falling away first because the world stopped the preaching of the Gospel, and the world could not provide peace on earth, the world accepts the man of sin to solve their problems.
War breaks out in heaven and the devils are cast to earth, which the earth becomes the habitation of devils, and Satan appears as the man of sin, and the devil is off his leash concerning the wicked, and the devils deceive all people that do not love God to follow the beast, which is the strong delusion God will send everyone that does not love the truth.
The mystery of iniquity already works in the world which people are rebellious against the truth, and involved in sin, but God is retraining the devil from having too much influence in the world, and when the world is at it's worse in going against the truth then the man of sin shall claim to be God, and the devil is not restrained from appearing as the man of sin that shall deceive the world to rebel against God.
What withholds the man of sin from appearing is the condition of the world according to their sins, so when they stop the preaching of the truth for three and one half years world wide, then the devil will inhabit the man of sin and he will deceive the world.

In Revelation 20 Satan is loosed towards the end of the world to deceive the nations and attack the church, bringing Christ's return. (The gospel bound him and kept him from deceiving the nations). Paul also says here that the restrainer will be taken out of the way. (The gospel no longer binding Satan from deceiving is presently happening). Jesus asks if he will find faith on earth when he returns. Luke 18:8

Someone.. Was and is preventing / delaying satan from starting the great deception.. Until the right time.. Then God will allow it to happen..
PS: just because it does not say Holy Spirit does not rule the Holy Spirit out.. The scripture does not identify who is actually preventing it.. So that leave the possibility open to a number of spiritual beings ..

Commentaries suggest that the Holy spirit does the "restraining, but verse 6 says otherwise in that it says "and now YOU KNOW what is withholding"…., as it points to VERSE THREE above. Before Jesus returns, there MUST BE a great falling away FIRST. This is speaking of the apostasy of the church, and SECONDLY the Antichrist is revealed and on the scene. Verse 7 is relating to verse 3, as the one who backslides out of THE WAY, and is part of the great apostasy.
The HOLY SPIRIT does do the restraining...GOD holds all things back so that we are never completely consumed...
When HE lets go, the things that we held as long-held truths, will no longer hold...
The letter was to those who were being told that the DAY of THE LORD had already come...and Paul wrote telling them no, this can´t be until THE HOLY SPIRIT is....delayed...21 days...just as Daniel 10 further explains

He was referring to the verse where it is written...you know WHAT holds satan back...it is GOD´S SPIRIT...GOD holds all things back, for both the believer and the unbeliever...when HE lets go, for a season (for 21 days, as mentioned in Daniel) things that we have always held to, even these things will no longer hold...
Yes? If GOD is out of the way, sir...what did you think would happen? The HOLY SPIRIT is not coming upon anyone, not opening the eyes and ears to the TRUTH...those who heard the GOSPEL and did not believe, will believe a lie...and therefore be condemned...they won´t hear THE GOSPEL preached again...the HOLY SPIRIT is out of the way...
