In acts the baptism in the H S was recieved by laying on of hands.The baptism that saves is the baptism that is done without hands. Only God baptizes with the Holy Spirit and it is a continuous baptism. Filling is more a stirring up of the Holy Spirit that we can serve in the strength of God and not our human strength.
