Peter also says in verse :33

Peter says:

God has not stopped calling nor has the gift's of the Holy Spirit ceased.

there is no record of Peter laying his hands on them why? Because they were gentiles. Peter being a Jew would not lay his hands on them That is why the Holy Spirit came upon them(cornelius's house) without Peter having to lay his hands on them.
