I think it refers to Antiochus Epiphanies. The first little horn of the Grecian Empire who desecrated the Temple in the 2nd century BC. Who Jesus used to symbolize the Abomination of Desolation in 70 AD. Not to be confused with the Little Horn of chapter 7 who came from the Roman Empire as the Antichrist.
The “little horn” of 7 is the Antichrist; the “horn” of 8 is Antiochus.

In Chapter 8 the horn comes out of the Grecian Empire. In Chapter 7 the "little horn" comes out of the Roman Empire.
In Chapter 8 it is thus a direct picture of Antiochus Epiphanes. In Chapter 7 it refers to the future Antichrist.
Yet with careful study I also believe that the horn of Chapter 8 is a double prophecy and is also a picture of the coming Antichrist.
That is like comparing apples to oranges. They are not talking about the same thing.
It not in respect to humans but the spirit of error which can be called little horn that works in them The father of lies. .
Its a picture of the antichrist (singular as the spirit of lies). Satan the spirit of error. Who was already there. He began his work in the garden of Eden . . . thou shall not surely die.
He is shown doing his work as the antichrist (singular) with Peter one of the many antichrists (plural) . A body used to perform the work of a lying spirit. in Mathew 16.
The Father rebuked the devil (get behind me Satan) and forgave Peter of his blasphemy against the Son of man. That window of opportunity of forgiveness closed when Jesus disappeared out of sight
Well, since there is no mention of Antichrist, anywhere in the book of Daniel, I have to conclude that the prophesy is limited to the parameters set by the angel Gabriel. The prophesy concerned the nations of Medo-Persia and Greece. The little horn of chapter seven defined one of the kings/emperors of the Roman Empire.
Many antichrists under the influence of one spirit of error antichrist. No need to put a face on them .They could be your next door neighbor . No sign as a wonder.
Remember Peter was used as one of the many antichrist that were there according to 1 John .
If it walks like an Antichrist, kills like an Antichrist, it is probably an Antichrist. The Other Horn Antiochus did all it said he would.
But 8 fits Antiochus in history. And 7 fits all Antichrists from Nero, the Papacy and Islam now looming.
We shouldn’t ignore it as it is part of scripture. What we do with it and or interpret it, I don’t know.
It depends on your eschatology. That will determine how it hits you. I'm Amillennial and see it in history.
All of Daniel's visions were about the same thing from different perspectives. Revelation visions are also about the same thing. It is about the end times which we are now.
It is not about the kingdoms mentioned but about spiritual kingdoms; that is God's kingdom vs satan's kingdoms which comes in the form of many many other kingdoms, you can call them religions.
It is true God's people will almost fall by the lies, almost believing the lies; they are saved from the lies through death. So it will appear as if satan's kingdom will rule over the world for a time as God's people fall but in the end, it is God's kingdom that will rule over because God's people do not sleep but are resurrected to indwell the living believers.

I see it as something that occurred during the rise of the Hellenistic period and also as being tied to the coming the Beast.
DANIEL 8: ALEXANDER'S EMPIRE, IT'S DIVISION, AND THE FUTURE ANTICHRIST
DANIEL WAS IN PERSIA
1 In the third year of the reign of king Belshazzar a vision appeared unto me, even unto me Daniel, after that which appeared unto me at the first. 2 And I saw in a vision; and it came to pass, when I saw, that I was at Shushan in the palace, which is in the province of Elam; and I saw in a vision, and I was by the river of Ulai.

3 Then I lifted up mine eyes, and saw, and, behold, there stood before the river a ram which had two horns: and the two horns were high; but one was higher than the other, and the higher came up last. 4 I saw the ram pushing westward, and northward, and southward; so that no beasts might stand before him, neither was there any that could deliver out of his hand; but he did according to his will, and became great...
20 The ram which thou sawest having two horns are the kings of Media and Persia.
THE HE-GOAT: ALEXANDER AND THE DESTRUCTION OF THE PERSIAN EMPIRE
5 And as I was considering, behold, an he goat came from the west on the face of the whole earth, and touched not the ground: and the goat had a notable horn between his eyes. 6 And he came to the ram that had two horns, which I had seen standing before the river, and ran unto him in the fury of his power. 7 And I saw him come close unto the ram, and he was moved with choler against him, and smote the ram, and brake his two horns: and there was no power in the ram to stand before him, but he cast him down to the ground, and stamped upon him: and there was none that could deliver the ram out of his hand...
21 And the rough goat is the king of Grecia: and the great horn that is between his eyes is the first king.
ALEXANDER'S FOUR GENERALS AND THEIR KINGDOMS
8 Therefore the he goat waxed very great: and when he was strong, the great horn was broken; and for it came up four notable ones toward the four winds of heaven...
22 Now that being broken, whereas four stood up for it, four kingdoms shall stand up out of the nation, but not in his power.
THE LITTLE HORN: THE ANTICHRIST OUT OF THE FORMER SELEUCID KINDOM
9 And out of one of them came forth a little horn, which waxed exceeding great, toward the south, and toward the east, and toward the pleasant land. 10 And it waxed great, even to the host of heaven; and it cast down some of the host and of the stars to the ground, and stamped upon them.
THE ANTICHRIST: TO OPPOSE CHRIST AND GOD
11 Yea, he magnified himself even to the prince of the host, and by him the daily sacrifice was taken away, and the place of his sanctuary was cast down.
THE ANTICHRIST: TO SET UP THE ABOMINATION OF DESOLATION
12 And an host was given him against the daily sacrifice by reason of transgression, and it cast down the truth to the ground; and it practised, and prospered.
THE FUTURE TEMPLE AT JERUSALEM TO BE DESECRATED FOR ALMOST SEVEN YEARS
13 Then I heard one saint speaking, and another saint said unto that certain saint which spake, How long shall be the vision concerning the daily sacrifice, and the transgression of desolation, to give both the sanctuary and the host to be trodden under foot? 14 And he said unto me, Unto two thousand and three hundred days; then shall the sanctuary be cleansed.
THE ANGEL GABRIEL INTERPRETED THE VISION TO DANIEL
15 And it came to pass, when I, even I Daniel, had seen the vision, and sought for the meaning, then, behold, there stood before me as the appearance of a man. 16 And I heard a man's voice between the banks of Ulai, which called, and said, Gabriel, make this man to understand the vision. 17 So he came near where I stood: and when he came, I was afraid, and fell upon my face: but he said unto me, Understand, O son of man: for at the time of the end shall be the vision. 18 Now as he was speaking with me, I was in a deep sleep on my face toward the ground: but he touched me, and set me upright. 19 And he said, Behold, I will make thee know what shall be in the last end of the indignation: for at the time appointed the end shall be.
THE ANTICHRIST: TO BE EMPOWERED BY SATAN AND WILL KILL THE SAINTS
23 And in the latter time of their kingdom, when the transgressors are come to the full, a king of fierce countenance, and understanding dark sentences, shall stand up. 24 And his power shall be mighty, but not by his own power: and he shall destroy wonderfully, and shall prosper, and practise, and shall destroy the mighty and the holy people.
THE ANTICHRIST: TO BE DESTROYED BY CHRIST
25 And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand.
THE VISION WAS FOR THE DISTANT FUTURE
26 And the vision of the evening and the morning which was told is true: wherefore shut thou up the vision; for it shall be for many days. 27 And I Daniel fainted, and was sick certain days; afterward I rose up, and did the king's business; and I was astonished at the vision, but none understood it.
Daniel Chapter 11: 36-45 The king who exalts himself is about the man of lawlessness. Or man of sin, or the one we have come to call the Antichrist.

Dan 8. Ram is media-persia
Goat is Greece. Namely Alexander the Great who quickly defeated the Medes and Persians
Then he died and his kingdom was split into 4
One of those 4 was a ruler over Jerusalem he slew a pig in the most holy place of the Jewish temple causing an abomination which caused desolation also causing sacrifices to cease. It also led to the Maccabean revolt
All of these events are past tense. antiochus epiphanies was the little horn who basically does what the little horn of Rome will Do and gives us a picture of what it will look like
