We don't know if soil #1 will be among the elect until it is among the elect.
Surely, soil #1 can eventually some day respond to the word of God in faith and be chosen.
Only God in his foreknowledge knows if it will ever do that.
Reformed doctrine says the person who falls away was never saved to begin with.
Jesus says soil #2 believed, but fell away when the condition of his heart gave no place for the word of God to remain and thrive in the heat of the day. So then, was the soil #2 believer, this fallen believer, drawn to their belief in Christ by the Father or by self?
The doctrine that Jesus taught does not have to be "reformed". God saw, by his foreknowledge, that no one would seek him, no, not one, Psalms 53:2-3. That is why God choose an elect people, out of those that did not seek him, of every kindred, and tongue, and people, and nation, Rev 5:9, and regenerated them together with Christ, Eph 2, who died for their sins. John 6:39.
