Not babies and children. All, meaning not just Jews who were given the law, but gentiles by conscience of right and wrong. Try reading the whole chapter.
Scripture so plainly says that "All have sinned" and some say, No that's not true! Babies and children are sinless.
To some point I will agree with that yes. Babies have not committed any personal sin (whereby Deut. comes in that every man is accountable for his own sin[personal sin]. But the "all have sinned", the Holy Spirit points back to Adam, the one man by who sin entered into the world (young, old) Scripture says that God was in Christ reconciling the world (sinful world, not righteous people). Paul says Christ died for us while we were yet sinners. Question - Did Christ died for babies also? If yes, then why would he have died for them if they're sinless, right with God? If He did not died for babies also, then they don't need His atonement blood to be safe. Somebody said that the babies are safe under the blood. Just listen to that. Why would they be safe under the blood if they don't need the blood in he first place since they're sinless Who appears before the Great White Throne and who appears before the Judgement Seat of Christ?
The ONLY sinless being that walked the face of the earth was the Son of God.

Jesus came preaching repentance. He came teaching that God forgives the repentant, people who turn to God for forgiveness. And for this Jesus was condemned by mankind. He "paid for this" with his life.

The demand of the law is the life of the lawbreaker, not the innocent. Even when the spotless lambs were sacrificed, they weren't being killed in place of the sinner, but so the sinner would repent. And this symbolizes the sacrifice of our Savior.

Crucifying Jesus is the worst sin that was ever committed on this earth.

By the way what Is the penalty for breaking GODs law?

Yes, Jesus was despised and rejected of men, not his Father.

He came unto his own, and his own received him not. Jn.1:11

Yes, the the rulers condemned him for blasphemy, so the people thought he was receiving just punishment. He wasn't.

Isa 53:5 (1) But he was wounded for our transgressions, (2) he was bruised for our iniquities: (3) the chastisement of our peace was upon him; and with his stripes we are healed.
Yes, as I showed and you ignored, Jesus came preaching repentance because of our transgressions, for our iniquities, but instead of repenting, they wounded and bruised him.

Yes, and if the injuries from the way he was beaten and the nail marks as he hung on the cross aren't sin, the epitome of man's hatered of God, then nothing is.

God punishing himself instead of sinners? No.

No. The penalty for sin according to the law is the life of the sinner, no one else.

According to grace,this way,

Let the wicked forsake his way, and the unrighteous man his thoughts: and let him return unto the LORD, and he will have mercy upon him; and to our God, for he will abundantly pardon. Isa.55:7

By the way what Is the penalty for breaking GODs law?
The rear end of the one breaking Gods law.

every man shall be put to death for his own sin. Deu.24:16

The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him. Eze.18:20

except ye repent, ye shall all likewise perish. Lk.13:3

And brothers, you can "amen" each other all you like, but consider this. The life is in the blood. Jesus shedding his blood is equal to his life completely devoted to his Father.

Ye have not yet resisted unto blood, striving against sin. Heb.12:4

In other words, not totally sold out for God.

And so we are saved by the blood, the life of Christ...the life of God.
