I would offer not for the Jews but against those who had no faith as that which alone comes from prophecy (scripture)
Tongues, God brining new prophecy in other languages other than Hebrew is a sign against the unbelieving Jew.(no faith) They made prophecy without effect by the oral tradition of men, therefore mocking God, as antichrists. Another kind of mediator that come by seeking the approval of men seen, and not God, not seen. Walking by sight and not by faith.
Taking Paul's words at face value is not seeking a sign; it is seeking to follow Scripture. It is inconsistent to take 1 Cor 13:8 at face value but reject 14:1.
That is subjective. I'm surprised you advocate that and reject both tongues and prophecy as active gifts.
I take 1 Cor 14:1 at face value but not the value that you impute to it. You apply the wrong definition of prophecy and focus on gifts that are ended. Focus on the gifts that do not end. Discern between OT prophecy and NT prophecy.

There's no reason for prophecy anymore. All the prophecies have been given and there's no longer a necessity for them. The gift of prophesy isn't the same thing as a prophet or apostle who prophesy's. Tongues were necessary for the early emerging church. after the churches foundation was laid, and the church established, there was no need for tongues, prophets, or apostles. They became "obsolete."
The kind of prophecy which Agabus gave is exactly what is still needed today: specific direction for specific people in specific situations.
Because we are seeking direction, confirmation, etc. God may want to give someone a specific message that isn't available within Scripture, and may want to deliver that message through a third party.
All that is found in God's Word. Tongues were meant for unbelievers anyway. Besides that, tongues aren't the way or vehicle used to give a message to anyone. I've heard dozens of tongue speakers. How can you confirm that what was spoken IS what was interpreted? That's the only way to prove tongues are real.
Many a cult has begun in this fashion. People believing the word of man to be divine.
All the prophecy needed is given in the bible and revealed by the Holy Spirit. The bible will never lead you in the wrong path.

Prophecy is a gift . As men are sent out with the word of prophecy today they are prophesying.
God is no longer brining new prophecy in any of the manners He did . What we had in part up until the last chapter, Revelation, today we have the whole or perfect.
Today technology offers a device where when spoke in one language it converts it into others. Many study other languages and are able to offer the gospel
No outward sign gifts to confirm a person is being filling with the Holy Spirit. We walk by faith not by sight
Acts 11:27-28 is prophecy, the perfect had not yet come . The prophecy that was given to her has come to pass.
And in these days came prophets from Jerusalem unto Antioch. And there stood up one of them named Agabus, and signified by the Spirit that there should be great dearth throughout all the world: which came to pass in the days of Claudius Caesar.Acts 11:27-28
Correct interpretation and application of the Bible as guided by the Holy Spirit will never lead you in the wrong path.

How is one guided by the holy spirit to obtain truth? Do we just sit back in our chair and pray for enlightenment?
I'm not your seminary, and I don't care to answer any more of your simplistic agenda-driven questions.
So you're backing out. Too many Pentecostal's think that all you have to do is pray for the holy spirit's guidance to obtain truth. If we are serious about acquiring truth, we have to put effort to obtain truth. We also have to approach it with an open mind. Too many people today approach the scriptures with their mind already made up believing they already have things figured out. AND, too many people today are unwilling to re-consider the views they currently have, or consider other views and change their mind. After all, changing their mind is an admission of fault and Christians typically don't admit their mistakes.
I've even had one Christian tell me, "I know I'm right because I have the holy spirit and he wouldn't lie to me."
