The 12 a remnant of all the apostles listed (25) was set aside to represent bride of Christ the church, on this side of the cross .
This issue was dealt with in the upper room, before the Day of Pentecost had fully come.
The necessary divine order of 12, which represents divine government was set in place.
12 Then they returned to Jerusalem from the mount called Olivet, which is near Jerusalem, a Sabbath day’s journey. 13 And when they had entered, they went up into the upper room where they were staying:
Peter,
James,
John, and
Andrew;
Philip and
Thomas;
Bartholomew and
Matthew;
James the son of Alphaeus and
Simon the Zealot; and
Judas the son of James. 14 These all continued with one accord in prayer and supplication, with the women and Mary the mother of Jesus, and with His brothers. Acts 1:12-14
By naming the 11 remaining Apostles, the Holy Spirit is indicating that these 11, did not complete the divine Government necessary for God's plan to come to fruition on the appointed day.
Peter being the head, was dealt with by the Spirit concerning this matter -
15 And
in those days Peter stood up in the midst of the disciples (altogether the number of names was about a hundred and twenty), and said, 16 “Men and brethren, this Scripture had to be fulfilled, which the Holy Spirit spoke before by the mouth of David concerning Judas, who became a guide to those who arrested Jesus; 17 for he was numbered with us and obtained a part in this ministry.”
18 (Now this man purchased a field with the wages of iniquity; and falling headlong, he burst open in the middle and all his entrails gushed out. 19 And it became known to all those dwelling in Jerusalem; so that field is called in their own language, Akel Dama, that is, Field of Blood.)
20 “For it is written in the Book of Psalms:
‘Let his dwelling place be desolate,
And let no one live in it’;
and,
‘Let another take his office.’
21 “Therefore, of these men who have accompanied us all the time that the Lord Jesus went in and out among us, 22 beginning from the baptism of John to that day when He was taken up from us, one of these must become a witness with us of His resurrection.”
23 And they proposed two: Joseph called Barsabas, who was surnamed Justus, and Matthias. 24 And they prayed and said, “You, O Lord, who know the hearts of all, show which of these two You have chosen 25 to take part in this ministry and apostleship from which Judas by transgression fell, that he might go to his own place.” 26 And they cast their lots, and
the lot fell on Matthias. And he was numbered with the eleven apostles. Acts 1:15-26

If we read the language spoken about Judas the truth becomes clear -
- which of these two You have chosen to take part in this ministry and apostleship from which Judas by transgression fell
Judas was predestined by God to reign and ruler with Christ and the Apostles in the age to come -
28 So Jesus said to them, “Assuredly I say to you, that in the regeneration, when the Son of Man sits on the throne of His glory, you who have followed Me will also sit on twelve thrones, judging the twelve tribes of Israel. 29 And everyone who has left houses or brothers or sisters or father or mother or wife or children or lands, for My name’s sake, shall receive a hundredfold, and inherit eternal life.
Matthew 19:28-29
- you who have followed Me will also sit on twelve thrones,
Judas didn't continue to the end to inherit eternal life.

Judas was a disciple for over three years, and then was promoted to an Apostle.
He was sent out and empowered to preach the Gospel to the lost, and heal the sick, cast out devils, raise the dead, and cleanse the lepers, then became a traitor, and by transgression fell.
2 Now the names of the twelve apostles are these: first, Simon, who is called Peter, and Andrew his brother; James the son of Zebedee, and John his brother; 3 Philip and Bartholomew; Thomas and Matthew the tax collector; James the son of Alphaeus, and Lebbaeus, whose surname was Thaddaeus; 4 Simon the Cananite, and Judas Iscariot, who also betrayed Him. 5 These twelve Jesus sent out and commanded them, saying: “Do not go into the way of the Gentiles, and do not enter a city of the Samaritans.6 But go rather to the lost sheep of the house of Israel. 7 And as you go, preach, saying, ‘The kingdom of heaven is at hand.’ 8 Heal the sick,cleanse the lepers, raise the dead, cast out demons. Freely you have received, freely give. 9 Provide neither gold nor silver nor copper in your money belts, 10 nor bag for your journey, nor two tunics, nor sandals, nor staffs; for a worker is worthy of his food. 11 “Now whatever city or town you enter, inquire who in it is worthy, and stay there till you go out. 12 And when you go into a household, greet it. 13 If the household is worthy, let your peace come upon it. But if it is not worthy, let your peace return to you. Matthew 10:2-13
- These twelve Jesus sent out and commanded them, saying: “Do not go into the way of the Gentiles, and do not enter a city of the Samaritans But go rather to the lost sheep of the house of Israel. And as you go, preach, saying, ‘The kingdom of heaven is at hand.’
- Heal the sick,cleanse the lepers, raise the dead, cast out demons. Freely you have received, freely give.
Judas had the same thing the other 11 had.
