Confessing Jesus as Lord is not a work, but a word of commit to submit to Him as Lord.
Can a husband divorce his wife if she is unfaithful to him?
Jesus is the Lord who we are to turn to in submission to His rule and kingdom, when we repent.
Confessing Jesus as Lord is how we obey the Gospel, and are saved.
8 But what does it say? “The word is near you, in your mouth and in your heart” (that is, the word of faith which we preach): 9 that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness,
and with the mouth confession is made unto salvation. Romans 10:8-10

Believing in your heart, together with confessing with your mouth is the action of obedience working
to make faith complete.
This is the response to repent, the call to turn to God in submission to His kingdom and rule as Lord.
