For those who don't know, just open "Cortana" (the little round circle on the lower left), and type in: netplwiz...... then hit ENTER. That will take you right to the User Account screen box where you do the rest of the three simple steps (your UserName should already be entered for you)
In order to use Cortana it requires you to grant Microsoft access to personal information. Most of the useful aspects of W10 requires personal info. You give away pretty much everything to run W10 fully.
Ironically, Cortana is built into the OS, so you're required to use it anyways, just to a lesser degree.

Yes, certain updates so drastically change the OS that it resets your settings for many things. So basically we can count on Windows wiping out our settings every so often.

A tinge of Orwellian flair, doncha think? About Cortina, I never use that feature just in case you are right, as I've heard other's agree as well. Back when I had W7, and received the free W10 upgrade offer, I declined after a little investigation. Some lawyers bothered to read the license agreement, and well I'm sure you know the rest. Some of you may be able to keep disabling the spyware, but a user like me wouldn't know where to start.
In fact, you could open four tabs all to different CC forums (BDF, Misc, Singles, and ?) and then set your browser to open those four forums every time you start the browser to go online
