The New Covenant as prophecised by Jeremiah 31:31-37 is established with the House of Israel AND the House of Judah (two houses), there is no other covenant, its a Christian covenant with the multitudes of nations the people who number 'like the sands of the sea', beyond count, 'like the stars of the sky' so shall there seed be all over the earth a MULTITUDE OF NATONS and MANY KINGS - Genesis 22:17.

Ezekiel's prophecy is for the Christians who will come into the understanding that they are true Israel, they are the dry bones, God only deals with Christians as there is no mediator between God and a non-Christian, otherwise you count His blood unworthy as the New Covenant.
