Here shows the jealousy (or envy) beginning according to the will of God (even as by the Gentiles) as is shown in Acts
Paul says,
Romans 10:19 But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.

Romans 11:11 I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.
When they were preaching Christ (the stone of stumbling)
Acts 13:42 ... the Gentiles besought that these words might be preached to them the next sabbath. 44 And the next sabbath day came almost the whole city together to hear the word of God.
They saw the multitudes (these being Gentiles) God is simply demonstrating His power to perform all the things he said before (which are after the counsel of his own will)
Acts 13:45 But when the Jews saw the multitudes, they were **filled** with envy, and spake against those things which were spoken by Paul, contradicting and blaspheming.
In that last verse posted up there in Acts 13:45 we also see them speaking against the things spoken of by Paul which is also a sign he is set for in Israel.
Luke 2:34 Simeon blessed them, and said unto Mary his mother,
Behold, this child is set for the fall and rising again of many in Israel; and for a sign which shall be **spoken against**
There it speaks of their fall, concerning the stone of stumbling (for which he is set for) along side of what was previously spoken of by Moses (concerning "did Israel not know")? Even as both are tied in together.

Paul tying in Moses words to this (as it relates between the two) follows up where they become envious and where the gospel turns next is shown in Acts 13:46-47
Everything happening there is what God had determined beforehand to be done
Acts 4:27 For of a truth against thy holy child Jesus, whom thou hast anointed, both Herod, and Pontius Pilate, with the Gentiles, and the people of Israel, were gathered together,
Acts 4:28 For to do whatsoever thy hand and thy counsel determined before to be done.

To do so was his will and andPaul also provoked them unto the same (those of his own flesh)
The scriptures all agree in the same. He sees the sparrow fall and and set even Christ for their fall
